The University Libraries Subvention Program is an initiative to create a fund in support of faculty & staff at S&T with limited resources to offset the costs of publishing charges incurred by publishers for books or articles. These costs can be a hardship for authors, especially those at the early career stage or with little or no grant or research funds.  This initiative aligns with the institution’s and University Libraries strategic direction to support the research endeavors of the S&T faculty & staff.

To assist faculty & staff with publishing efforts, the University Libraries Subvention Program of $30,000 was created to cover article processing charges (APC) or book publishing charges (BPC) with contributed funds from each College, University Libraries, and the Offices of the Provost and Vice Chancellor of Research and Innovation. 

In addition to the traditional print publishing model, it is recognized that in response to pressure from granting agencies and academics, most respected scientific publishers have begun hybrid and open access publishing options. Therefore, one goal of the Subvention Program is to enable authors to engage in open publishing environments and raise awareness among S&T authors of the benefits of open publishing and encourage new ways of thinking about digital scholarship and information access.    

This option to print ‘open access’ (OA) with a reputable publisher can be a boon to a faculty member’s career; these publications can have a broader readership and higher citation count as the article will be available to a larger public audience, and not only in the STEM fields, but across disciplines.  

The Subvention Program will award up to $2000.00 per author, per academic year for articles or books accepted for publication in scholarly peer-reviewed print or OA options. In the case of multiple authors, the corresponding or ‘lead’ author will be the applicant and recipient of the award.


Subvention Program Guidelines

General Information

  • Funds are available to underwrite article processing charges (APCs) or book processing charges (BPCs) for scholarly peer-reviewed articles or manuscripts accepted for publication. Vanity presses or self-publication efforts are not eligible.
  • Preference will given to pre-tenure faculty and /or those at the rank of assistant professor, assistant teaching professor, assistant research professor or librarian I or II and publications not associated with a grant or an award. 
  • Students are not eligible for awards. 
  • Only current S&T faculty and staff are eligible for awards.

Open Access Journals

Application

  • Applications will be reviewed by the University Libraries. Applicant status and rank, publisher reputation and impact, Q ranking, distribution and existing grant / award funds (if applicable) will be considered for awards.
  • University Libraries will distribute and track awards.

Funding

  • The funding limit is $2000.00 per applicant, per academic year
  • Authors are limited to (one award) in funding per academic year (July-June).  In the case of multiple authors, the corresponding or ‘lead’ author will be the applicant and recipient of the award. Awards are limited to S&T current faculty & staff.
  • Application cycles will occur twice each semester (Fall and Spring, four times total). Funding will be disbursed to authors upon approval until such time as all available funds are exhausted in a given academic year. 
  • Awarded authors will be given a MoCODE to charge. If your article’s publishing charges are waived by the journal, or the award is no longer needed for any reason, please let us know so we can release those funds for other authors.
  • Authors have 45 days to complete the transaction to pay the APC / BPC. A receipt should be sent to rmerrell@mst.edu.

Post Funding Requirements

  • Awardees will be asked to present their research at a “Research Showcase” event for the campus to be held in the library.
  • Authors are asked to provide preprints to be deposited in S&T’s Scholars’ Mine, if permissible by publishing agreement. 
  • Awardees will be listed via the web, and the library will produce a report for the Committee, Deans, Provost, and VC for Research and Innovation.
